Theoretically it's posible but practicle I don't recommend
And it depends on what kind of service you'd like to write
Simple exaple it's almost imposible to find simple example :) of this

well to tell you the truth i don't know anything like service under these
systems :) In win95/98 you have to write some vxd or something in this way
