I do have it and I changed it but does anything else go in that file

Do you have /etc/sysconfig/ifcfg-lo?  I believe that is where it gets set on
reboot.  If you have the file, make sure that it has ONBOOT=yes.  If you
don't have it, I'll post mine for you.
