I didn't see a resolve to this.  When will an ISO be available?  If it
exists already, where is it's exact location?  I didn't find it in
ftp.redhat.com/pub/redhat/linux/7.1/en/os/ia64

Is RedHat specifically not releasing the ISOs for 7.1 Itanuim?
They're not on any of the FTP sites.
