I think I'd still apply all the addresses that are known dialups after
culling addresses that are known to be "must be able to reach us." If
"us" was an open web site or a web hosting firm then about all that can
be done is grit teeth, block such as you can, and roll with the punch.
I don't envy the likes of Akamai.
