This could obviously be a symptom of many problems, but FWIW, here's my experience.
My ISP uses another company to
provide their access services. Non-toll number outside of their locale. The
occurence of the problem apparently
coincided with an upgrade of their Cisco router (or router software). I was told that
they were applying a patch.
My ISP had tools in place to watch my login, and so was able to isolate the problem.
Bottom line, its their
problem. Switching to 7.1 probably had nothing to do with it. My experience was with
6.1/
