Yes it  is  repeatable .Indeed  i  tried to install 4
times  and  it  always  stops  there.
That  means  also reinstalling 7.1  everytime  to go
back on the net  and   try  to find help..  ;  ).

Ok on the matter  of time  i let  it  sit  more than
10 minutes  everytime and  checked the log of the  ftp
server .

it's connected  and  pigning  every 5 secs 
but  that  i cant  be  sure .
