Simple, but to be strictly correct, one formats partitions rather than 
whole drives.  I'll assume you are talking about a second IDE hard drive, 
and that you want to make it all one ext2 partition.

As root, use fdisk to delete all previous partitions, then create a single 
primary partition of type 83.  Run 'mke2fs -L label_name /dev/hdb1' 
(specifying a label is optional, but useful), then add the appropriate 
entry to /etc/fstab.
