cygwin is not linux. It does give you a linux like environment, but you
are still running windows. This list is about a particular release of
linux, so it is not an appropriate place to ask cygwin queries.

However, I probably do know the answer to this particular query. My guess
would be you haven't installed enough of the cygwin packages, and the
library gcc is looking for is in a package you haven't installed (w32api I
think). You may encounter further problems, to which the solution is to
install the appropriate package.
