A number of things to check ...
Is the telnet daemon installed and running?
    (edit /etc/xinetd.d/telnet or use the command 'service')
Do you have a firewall that doesn't allow telnet?
Is there a cable connecting the two computers? :-) :-)
Can you telnet from the machine to itself?
Do you really want to use telnet? - You should use SSH if possible.
