The time of 4:02:01 looks to me like a daily cron job time, most likely one
in /etc/cron.daily and/or one of the logrotate jobs in /etc/logrotate.d.

I think a full server restart is just this:
# /etc/init.d/httpd stop
# /etc/init.d/httpd start

You can also find out the date/time of the installation of an rpm by:

# rpm -qi mod_ssl
