Boot from the Red Hat 7.1 disk, and type in `linux rescue` at the boot 
prompt.  Answer the questions about language and keyboard, and it should 
tell you that the system is mounted in /mnt/sysimage.  Do a `chroot 
/mnt/sysimage` to change the root, and then you should be able to run lilo.
