LOL,
I think possible Andr Cameron his a bit of confusion here :-)

There are 2 parts to DNS:

1) The files that define WHO is a DNS server (master or primary)

2) The files that define the ADDRESSES the DNS server handles.

If a machine is going to be a DNS server (master or slave) for any
domain FOOBAR.COM
You must tell the master DNS server and the slave DNS servers in their
named.conf files as Mike has already explained.

HOWEVER, once you have CORRECTLY told all DNS servers that they handle
FOOBAR.COM then the slaves will automatically get any changes you
make to the ADDRESSES for FOOBAR.COM on the master copied over to them.

There is also the option to allow computers to tell the DNS servers
that they are using an IP address - but I'd assume that is not the
issue here.

If you are saying there is too much effort to do the first manual step
once per DNS server per domain (and never again) regarding defining WHO
is a master or slave for each domain then I guess you have way too many
domains to be looking after and I'd also suggest you pay someone to help
you set it up. :-)
