Do you already have the mod_* packages installed?  If not, the -F
switch to rpm will not install them; -F "freshens" already installed
rpms.  You might try the -U switch in place of -F.

The libexpat error is because you need to install expat.  Make sure it
is installed by running

$ rpm -q expat

If it isn't, you can find it on Disc 1.  (The development libs are on
disc 2, but I don't think you need them.)

libmm isn't on the RH 7.1 discs.  I did find it on rpmfind.net, but
only for Mandrake.  You might try installing those rpms (might work,
might not).  If you don't want to do that, or it doesn't work, you'll
need to compile from source or perhaps build your own rpm--that would
be the best option because if you just compile from source, rpm will
not know it has been installed.
