Ok, I get the following output when I do this:

Chain input (policy ACCEPT)
Chain forward (policy ACCEPT)
Chain output (policy ACCEPT)

what does this mean?

Yes, if you select 'No Firewall', you should get no firewall.  Type 
`ipchains -L` to see if you have any firewall chains running.  Usually 
when you get a connection refused from outside, but can do it locally, 
it is a firewall problem.
