Yeah, but it's quite a hassle! I cannot recommend it.

LiLo has no problems just booting the Win2k system drive where the
*real* Windows boot loader resides. Grub can do the same. Here is my
/etc/lilo.conf, dual-booting RHL7.1 (label=l) and Win2k (label=w). BTW,
initially that was Win98 there, I then installed 2k instead.

boot=/dev/hda
map=/boot/map
install=/boot/boot.b
prompt
timeout=50
message=/boot/message
linear
default=w

image=/boot/vmlinuz-2.4.2-2
        label=l
        read-only
        root=/dev/hda3

other=/dev/hda2
        optional
        label=w
