Is the ftp server available on your server ?
You can check with rpm -qa |grep ftp. Normally you have wu-ftp or vsftp 
or proftp as ftp server. Note that there is some update to theses 
servers, according to security trouble.
Once you're sure that ftp server is running, you must checks that the 
service is running: /sbin/chkconfig --list |grep ftp
