Yes, it will.  We use Oracle here as well.  As a backup for the DNS
server, I install a tnsnames and a hosts file on every machine with the
IP address of the database server and localhost listed, but the DNS is
the primary source for addressing info.

It fixed the problem, I didn't remember.
Do you by chance also know if that could have affected 
Oracle tnslistener.
