Are you saying that even if you logged on as root you couldn't delete
files from /tmp? Or could you delete the files, but the disk didn't get
any emptier? If the latter was your problem, it could be that some
program or programs had the files open that you were trying to delete.
Rebooting the machine is one crude way of stopping those programs and
thereby making the disk space they were using available.
Another likely place for files that could fill / is /var/log. For
example, /var/log/messages could be very large. And I wouldn't expect the
disk space it uses to become available even if you delete it because
syslogd will keep the disk file open until you reboot (or at least do
"service syslog restart").
