I'm surprised updateme didn't find "filesystem" as it's in the "noarch"
directory.  I don't see "setup" on updates.redhat.com.  Is the kernel
you're trying to install built for 7.1?

It looks like you may have downloaded the .src.rpm rather than the
binary RPM for your architecture.  You might try "rpm --rebuild
setup*.src.rpm".
