The short answer is "no" if you mean by mounting the partition directly.

NTFS remains, for the time being, "read only".

The longer answer is, "yes" using a protocol like FTP or SCP or even
setting up your Mandrake box as a web server and connecting to it with a
web browser from your windows box.

Even better, why not set up a samba client on your Mandrake box and
connect to your windows network that way?
