Do a man page on both shutdown and man. Shutdown notifies users that a shutdown is impending and in your shutdown command you can broadcast to them a message like the following:
shutdown -r +5 [Shutdown your applications and log out. Reboot will start in 5 minutes]

I always use shutdown commands.
