Suggestions on setting a SSH server to authenticate multiple users

Title: Suggestions on setting a SSH server to authenticate multiple users

I would like to setup a SSH server that allows multiple user to access the server via SSH1.

Is it better for each user to have their own keys or can each user somehow connect to the server with the server's key?
