Exchange 2000 running on Win2K is great. 
If by secure, you mean in a SPAM prevention sense, then the design and
configuration of your server is everything....generally, just enforce
authenticated smtp so that UCE can't relay, and you'll be fine.
Otherwise, an anti-SPAM server might be your answer. Otherwise, any mail
server should be behind a firewall, and be showing only smtp/pop3/imap
ports as necessary. That way, it really doesn't matter what platform
it's running on, does it? :)
There is nothing "insecure" about Win2k or Exchange 2000 servers, just
unknowing admins who leave themselves open for attack.
 I also understand that Sendmail was re-released last week because of a
major security vuln...if you go that route, you might want to watch the
version....
