Of course, being pedantic I feel the need to correct my own mistake here.
The 'requirement' of not using private IP space for public interfaces is
actually that of IANA, who reserved those addresses.  RFC1918 merely
documents best current practice.  Thus, the reason it can be (and often is)
ignored at the discrection of the network operators.
