What kind of activity and for what operating system? For NT you can audit based on 2 things 1)the specific user (what they are doing) 2) actions that are being taken (who is taking what)
For people that have a lot of problems with management (especially remote dial in) I would suggest a radius or tacacas+ server. Of course I am going to go with Cisco but I totally admit to being biased.
