"UnAuthorized Remote Access"

This type of "service" is concerning to me.

Questions:
(1) How are other's wording policies against this type of "man in the
middle" thing?
(2) Is there any way I can generically block this kind of access to the
network? I know there are other things that bypass the firewalls such as
"triangle boy", napster, gnutella, kazaa and the standard anonymous web
surfing proxies  www.thecloak.com, www.siegesurfer.com, www.safeweb.com
www.orangatango.com?  I'm just not sure of the best way to handle it as
these things proliferate.
