Eeye have a win32 port of nmap (surprisingly enough......called nmapnt) : http://www.eeye.com/html/Research/Tools/nmapnt.html
It comes in binaries (with source included) and even has the required packet drivers. I've used it on NT4 SP6a and W2K sp1 and sp2, and it works like a charm, but I've never tried it on XP. There are some features that I can't get to work properly.......but overall, I've had no problems with it.
