For me ToneLoc is still one of the best out there (and it's free).  The
problem with your request is that as soon as the program detects an
answer it has to attempt to connect to whatever is on the other end and
the only way that it has to do this is to use tone (beep, squeal, beep,
beep,...) In one way to get around this would be to get some numbers and
exclude them from the list to be dialed.  For example if you know that
your CEO's number is 777-123-4567, just exclude that number from the
range.  Another option would be to do your WarDialing after hours (I
know CEOs and people at that level are kind of strange and like to work
sometime in the middle of the night, but they spend too much time during
the day playing golf to get anything accomplished during the day).  To
exclude numbers you'll have to use the /X (if my memory serves me right)
and I know you can have more than one but I can not recall what's the
limit.  I also know that you can do ranges with it (i.e. /X 9050-90XX,
will exclude numbers from 9050-9099).  Hope this help!!!

ps: You can also talk to your CEO and explain to him/her what's going
on.  S/he may not understand all of it (remember, if its during they day
s/he may be thinking about golf), but its a start.
