It may get messy but when you create a new user in AIX, in the passwd file there is a line under the user info that says ADMCHG (Admin Change). You could try automating removal the line out of the file. I have done it manually and it works just fine.

I have no solution for you, but a bypass. When you change the password, use a temporary password. Then log in as the user, and at the request of the system, change the temporary password to the definitive one, which you then comunicate to the user.
