This is what scotty Perkins said regarding this a few weeks ago.


If you are not wanting to use the VPN features of PGP, uninstall and then 
do a custom install with PGPNet deselected. PGPNet is itself an 
implementation of IPSec. I can't say that I have tried to use it on Win2K, 
but it's certainly possible that it's conflicting with Win2K's IPSec services.
