Kiwi Enterprises makes an incredible syslog server for the Windows platform.  It has a 
ton of features, SMTP/SNMP notifications, rule sets, ODBC logging, etc. at a VERY 
reasonable cost - about $50 a server.  I would highly recommend it as it is the best 
Windows syslog server software I have found.  The website is www.kiwi-enterprises.com.
