I believe that it is an IOCTL to put it in promisc mode, There are reasons to do this outside of sniffing. One quick one would be to implement something like vrrp when You can't change the mac of an interface. You are affectively Bypassing the nics mac filter, and can then arp for the mac you Are supposed to be listening on.
