update.  I know fport is WinNT/2k/XP?... mea culpa.

The best I can do for Windows9x is TCPview and TDImon from
sysinternals.

Also try a personal firewall like Tiny Personal Firewall 
(runs on all Windows versions)

Unless an application uses its own TCP/IP stack, TPF should alert you
to the port and application name when ever it attempts a connection.
