Apache isn't compiled against libwrap so putting an entry in 
/etc/hosts.deny won't work.  I'd recommend using ipchains to block 
them.  They will still use bandwidth when they try to connect to 
your server, but it should help reduce the bandwidth used since 
they won't be getting responses back from your web server.
