DTK ? I'm not sure what do you mean by DTK, but as you mentioned hosts.access and hosts.deny, It sounds like some ACL implimentation like TCP Wrappers, Well ofcourse you can use TCP Wrappers with xinetd but mostly it's not required, you can use parameter of "only_from = *CIDR address or I.P address with spaced between them", for more explanation see the file swat in /etc/xinetd.d/
