Erm... I think it is safe to say that there are few products like that available in the Windows world and, if they are available, they're certainly not free. I would recommend looking into the eEye product line: Retina, Iris, and Blink. They're pretty solid tools. Below are some spiffy links that may help you find some good utilities:

Download.com has some surprisingly good network tools available. NetworkScanTools may be another thing to consider. Again, don't expect to get as many bells and whistles as you would get on a Linux/Unix platform; especially not in a freeware package.
