How about Vshell from www.vandyke.com? It's a solid i386 SSH server.
Though I don't think there are a lot of (or any) SSH servers for i386
that offer 'strong authentication' as a lot (most) UNIX/Linux flavours
do (ie: ACE integration).

How about good ol' OpenSSH? (http://www.openssh.org/) Should run in 
Windows, gives you sftp.
