Working for an ISP myself, I don't know if this may be related or not, but I've seen where we've changed passwords for people, only to find out that both the old password and the new password both let them log in. This was before we instituted our own webmail feature, so I don't know if the problem has persisted. It only happened with a few of the ISP's our main office has bought out. Don't know if this helps any, but we knew that the servers were misconfig'd, which was causing this particular problem.
