The best mean to restrict the access to the web server to only a few IPs is a 
firewall like iptables (you can found it on most actual Linux distros). You 
can put another box 'in front' of your web server as gateway, install Linux 
(for example) on it, pray someone to configure it - if you can't do it 
yourself, and you are done. And after a month maybe you will switch the 
windows box to a *NIX box with Apache instead of IIS on it.
