That packet coming back is probably in response to the packet you sent out. Does the incoming packet come from the server to which you are connecting? And, does that random port match the port being used to establish the FTP connection? If so, I would assume your firewall does not know to accept incoming packets if they are in response to an established outgoing connection request.
