You cannot block telnet on a cisco router!
You can only block that port (23)
You must block the telnet application on something that operates at the
application layer.
The router is on the network layer!

By simlpy creating an ACL to block telnet....actually tells the router to
block port 23.
One could still telnet via a different port.

Subject: Cisco IOS question

On my cisco 3600 router. How can I disable telnet into
serial 0/0. I do need to leave telnet open on
FastEth0/0 but I don't want anyone to be able to
telnet in from the outside.

Any Ideas?
Thanks
