The Windows 2000 version of Windows Explorer will show the last time
accessed two different ways.

The first way is to view the properties of the file you are intrested in.
No matter how you get the properties the last accessed date displayed is
always the current date.

The second, useful, way is to customise the details view in Windows
Explorer to add the last access time. Just right click on the bar where
name, type, etc appears and check the option for last accessed. Then use
tools/Folder options to set all explorer windows to be the same. This way
the file is not "touched" and the correct last accessed date/time is
displayed.
