I am certain there are laws, regardless of what country you are in, that can be tweaked to catch this situation. (possibly the 'radio-wave authorities', or whatever, have already covered them).
So assume that the wireless service is offered to (rent-paying) residents. Only. In that case, you should consider using the service from your home as the equivalent of wardriving.
