This could be your ISP. Try a traceroute and see if your first hop out of your gateway is on a 10.x.x.x net. I know some of the cable ISPs in the US use a 10.x.x.x subnet between their subscribers and the public networks. Ifthis is the case, your ISP is could be using the POP3 port to test for a server running contrary to the ISP policy. This would show up as a non frequent not too long a portscan.
