JDK 9 RFR of JDK-8156897: Problem list ShortRSAKey1024.sh on windows

Hello,

The test
sun/security/mscapi/ShortRSAKey1024.sh

has been seen to fail with some frequency on windows. Until JDK-8153948 
is addressed, the test should be problem listed.

Please review the patch below which does this.
