This change enables "unlimited" cryptographic policy by default in the OpenJDK/OracleJDK builds.

For those who still require the classic limited policy bundles, you will now need to use the following "configure" option:

    --enable-unlimited-crypto

There are still distributions that require crypto policy, so simply removing that code is not an option, sorry!
