Can someone help review this somewhat trivial change? Updated JCAUtil class to return the cached SecureRandom object only when the provider configuration has not changed. Added a regression test to check the affected classes, i.e. AlgorithmParameterGenerator, KeyPairGenerator, Cipher, KeyAgreement, KeyGenerator.
