SUNWsshdu does declare a dependency on SUNWloc.

The relevant CRs are:

6432078 SUNWsshdu should depend on SUNWloc
6432083 sshd dumps core if /usr/bin/locale is missing or gives an empty output

So this sounds like a regression.  What build was your zone running at?

No, sshd has had an actual dependency on SUNWloc since S10, and a
declared dependency on it for a little over two years.

I'd like to know more about how you managed to install a zone without
SUNWloc.  Is there a bug in the IPS packaging of sshd?
