System accounts + FTP

I notice that some system accounts (such as postgres & svctag) aren't
in /etc/ftpd/ftpusers, while others are.  It seems like they should
probably be in there as well, but am unsure if there are any rules
about which accounts do or don't go in there (by default), and was
wondering if anyone that does know could comment.
