Hi,
I have not a stong exeprience with traffic shaping with linux, even if I found that 
Linux is really the best when an administrator want to master is network and is 
bandwidth allocation. In fact, I am currently using htb.init which is a script that 
can generate for you the tc commands based on the htb method.

You could start with it. It is quite cool because you just have to enter some 
information about protocols, bandwidth and stuff like that. 

So I guess it could be a easly integrated with a web administration. 
My dream :
