Hi, I have not a stong exeprience with traffic shaping with linux, even if I found that Linux is really the best when an administrator want to master is network and is bandwidth allocation. In fact, I am currently using htb.init which is a script that can generate for you the tc commands based on the htb method.
http://sourceforge.net/projects/htbinit/ You could start with it. It is quite cool because you just have to enter some information about protocols, bandwidth and stuff like that. So I guess it could be a easly integrated with a web administration.
